| A Compulsory Purchase Order may be used by Councils when they and the current landowners are unable to reach an agreed price or terms for land that is required for public works such as roads or redevelopment. It allows a Council (in this case
Lancashire County Council) to acquire the land it needs under the Highways Act 1980.
The order consists of a preamble setting out the powers and description, followed by tables of plots of land affected and the names of the landowner, any lessees, tenants and occupiers.
